How Digital IDs Are Delivered
States offer digital IDs through different channels:
Apple Wallet
States including Arizona, Arkansas, California, Colorado, Georgia, Hawaii, Iowa, Maryland, New York, and Virginia have partnered with Apple to offer mDLs directly in the iPhone Wallet app. Residents add their ID through the Wallet app and verify their identity with a selfie and physical card scan.
Google Wallet
Multiple states including Arkansas, California, Colorado, and Georgia support mDLs in Google Wallet for Android devices. Google is expanding support to additional states.
State-Specific Apps
Many states have developed their own apps for digital ID delivery. Iowa’s app was one of the first, and Louisiana’s LA Wallet is one of the most widely adopted. These apps typically support both iOS and Android.
What They All Have in Common
Regardless of delivery method, all ISO 18013-5 compliant mDLs share the same security properties: cryptographic signing, selective disclosure, and offline verification capability. A compliant reader can verify mDLs from any wallet.
Cross-State Trust: AAMVA mDL Connection
A critical piece of the digital ID ecosystem is cross-state interoperability. When a Colorado resident presents their mDL during a traffic stop in Georgia, the verifying officer needs to trust Colorado’s credential. The AAMVA mDL Connection service solves this by distributing each state’s Issuing Authority Certificate Authority (IACA) certificates to reader operators nationwide. This means a single compliant reader can verify mDLs from any participating state without manual configuration.
Spotlight: Arkansas
Arkansas launched its digital ID program in March 2025 and has rapidly expanded wallet support. Key details:
- Issuing agency: Arkansas Department of Finance and Administration
- Availability: AR Mobile ID app, Apple Wallet, Google Wallet, Samsung Wallet
- Standard: ISO 18013-5 compliant
- TSA accepted: Yes — at 250+ TSA checkpoints nationwide
- Significance: Adds another southeastern state to the growing mDL ecosystem, alongside Georgia and others in the region
For Arkansas law enforcement and businesses, the launch means residents may begin presenting digital IDs during routine encounters. While Arkansas does not yet have a mandate like Georgia’s HB 296, having reader capability positions agencies ahead of potential future requirements.
What This Means for Verification
The growth of digital ID programs creates both an opportunity and a need:
For law enforcement:
- More residents will present mDLs during traffic stops and encounters
- Agencies with readers gain access to cryptographically verified data — more reliable than visual inspection
- States with mandates (Georgia) require readers; others will likely follow
- Officer safety improves — tap-to-verify reduces time at the vehicle window and eliminates the need to handle physical documents
- Fraud detection strengthens — forged physical IDs that pass visual inspection will fail cryptographic mDL verification
- Use cases extend beyond traffic stops to booking, warrant service, probation check-ins, and court identity verification
For businesses:
- mDL verification eliminates fake ID fraud — cryptographic proof vs. visual guessing
- Age-restricted venues benefit most: bars, liquor stores, cannabis dispensaries, tobacco retailers
- Selective disclosure means businesses can verify “over 21?” without collecting names or addresses
- Liability reduction — a cryptographically verified age check provides stronger legal protection than a visual ID inspection
